Vancouver Clean Buildings Tier 2 compliance

Vancouver and Clark County apartment buildings of 20,000+ sq ft are covered by Washington's Clean Buildings Tier 2 rules, even though the metro area crosses into Oregon. Washington buildings have to report to the state by July 1, 2027, and we handle it for you.

How you pay

We do the work. You get paid.

Participating utilities pay you an early adopter incentive of $0.30 per sq ft (more for some multifamily buildings), and our fee comes in under it, so most owners come out ahead. On a 30,000 sq ft building, the base incentive is $9,000.

Incentives are paid by participating utilities while funding lasts.

What it looks like in Clark County

  • Washington rules apply: buildings on the Washington side follow the state's Clean Buildings standard, wherever the owner is based
  • Different utilities than Puget Sound: we gather 12 months of electric and gas data from Clark Public Utilities and NW Natural for benchmarking, with your authorization
  • Done remotely: benchmarking, the energy management plan and the O&M program are built from your bills and building details, with a site visit when needed

Local utilities: Clark Public Utilities (electric), NW Natural (natural gas) and city water and sewer, such as the City of Vancouver.

Questions owners ask

My company is in Portland. Does Tier 2 still apply?

Yes. Clean Buildings applies to the building, not the owner. Washington buildings of 20,000+ sq ft (multifamily) or 20,000–50,000 sq ft (nonresidential) have to report to Commerce by July 1, 2027.

Can you get my data from Clark Public Utilities and NW Natural?

Yes. With your authorization we request 12 months of usage from both and set up benchmarking in ENERGY STAR Portfolio Manager.

Can I get rebates too?

Often. Clark Public Utilities and NW Natural both run efficiency programs. Tell us what you're planning and we'll check what qualifies.
