Spokane Clean Buildings Tier 2 compliance
Clean Buildings Tier 2 isn't just a west-side rule. Spokane and Spokane Valley apartment buildings of 20,000+ sq ft have to report to the state by July 1, 2027. We handle it for you, mostly from your utility data.
How you pay
We do the work. You get paid.
Participating utilities pay you an early adopter incentive of $0.30 per sq ft (more for some multifamily buildings), and our fee comes in under it, so most owners come out ahead. On a 30,000 sq ft building, the base incentive is $9,000.
Incentives are paid by participating utilities while funding lasts.
What it looks like in Spokane
- Statewide rule: Tier 2 applies the same way in eastern Washington
- Done remotely: benchmarking, the energy management plan and the O&M program are built from your bills and building details, with a site visit when needed
- Rebates on top: Avista runs efficiency programs for multifamily buildings, and we check what your planned upgrades qualify for
Local utilities: Avista (electric and natural gas) and the City of Spokane (water, sewer and garbage).

Questions owners ask
Does Tier 2 apply in Spokane?
Yes. The Clean Buildings Performance Standard covers the whole state. Multifamily buildings of 20,000+ sq ft and nonresidential buildings of 20,000–50,000 sq ft have to report by July 1, 2027.
You're on the west side. Can you still help?
Yes. Most of the work comes from your utility bills and building details, so we can do it remotely and schedule a site visit if needed.
Can I get rebates from Avista too?
Often, yes. Upgrades in your energy management plan may qualify for Avista's programs. Tell us what you're planning and we'll check.
