Bellingham Clean Buildings Tier 2 compliance

Bellingham and Whatcom County apartment buildings of 20,000+ sq ft have to report under Washington's Clean Buildings Tier 2 rules by July 1, 2027. We collect your data, write the plan and file the report for you.

How you pay

We do the work. You get paid.

Participating utilities pay you an early adopter incentive of $0.30 per sq ft (more for some multifamily buildings), and our fee comes in under it, so most owners come out ahead. On a 30,000 sq ft building, the base incentive is $9,000.

Incentives are paid by participating utilities while funding lasts.

What it looks like in Bellingham

  • We know PSE: Bellingham buildings get electric service from Puget Sound Energy, the same utility as our own buildings
  • Your utility data: we gather 12 months of electric and gas use from PSE and Cascade Natural Gas for benchmarking, with your authorization
  • Rebates on top: upgrades in your energy management plan often qualify for PSE incentives, and we file both

Local utilities: Puget Sound Energy (electric), Cascade Natural Gas (natural gas) and the City of Bellingham (water and sewer).

Can you meet at my building?

Yes. We can schedule a site visit when your plan needs one. Most of the work comes from your utility bills and building details.
