Tacoma Clean Buildings Tier 2 compliance

Clean Buildings Tier 2 is a state rule, so it applies to Tacoma and Pierce County apartment buildings of 20,000+ sq ft the same as anywhere in Washington. We collect your utility data, write the plan and file your report before July 1, 2027.

How you pay

We do the work. You get paid.

Participating utilities pay you an early adopter incentive of $0.30 per sq ft (more for some multifamily buildings), and our fee comes in under it, so most owners come out ahead. On a 30,000 sq ft building, the base incentive is $9,000.

Incentives are paid by participating utilities while funding lasts.

What it looks like in Tacoma

  • Your data comes from local utilities: we gather 12 months of electric and gas use for benchmarking, with your authorization
  • Mostly done remotely: benchmarking, the energy management plan and the O&M program are built from your bills and building details, with a site visit when needed
  • Rebates on top: Tacoma Power and PSE both offer efficiency programs, and we check what your planned upgrades qualify for

Local utilities: Tacoma Power and Tacoma Water (Tacoma Public Utilities), Puget Sound Energy (natural gas) and City of Tacoma Environmental Services (garbage and sewer).

Questions owners ask

Does Tier 2 apply in Tacoma?

Yes. The Clean Buildings Performance Standard is statewide. Multifamily buildings of 20,000+ sq ft and nonresidential buildings of 20,000–50,000 sq ft are covered wherever they are.

Do you need to come out to my building?

Not always. Most of the work comes from your utility bills and building details. We'll schedule a site visit if your plan needs one.

Can you audit my Tacoma utility bills too?

Yes. We audit water, sewer, trash and electric bills for overcharges and only charge a share of what we recover.
