Clean Buildings Tier 2 compliance in Kennewick, Pasco and Richland

The Tri-Cities are one of Washington's fastest-growing rental markets, and apartment buildings of 20,000+ sq ft here have to report under Clean Buildings Tier 2 by July 1, 2027. We do the work and file it for you.

How you pay

We do the work. You get paid.

Participating utilities pay you an early adopter incentive of $0.30 per sq ft (more for some multifamily buildings), and our fee comes in under it, so most owners come out ahead. On a 30,000 sq ft building, the base incentive is $9,000.

Incentives are paid by participating utilities while funding lasts.

What it looks like in the Tri-Cities

  • Three different electric utilities: Benton PUD in Kennewick, Franklin PUD in Pasco and Richland Energy Services in Richland. We know which one to ask for your data
  • Your utility data: we gather 12 months of electric and gas use for benchmarking, with your authorization
  • Done remotely: the plan and O&M program are built from your bills and building details, with a site visit when needed

Local utilities: Benton PUD, Franklin PUD or Richland Energy Services (electric, depending on the city), Cascade Natural Gas (natural gas) and city water and sewer.

Questions owners ask

Does Tier 2 apply in the Tri-Cities?

Yes. The Clean Buildings Performance Standard is statewide. Multifamily buildings of 20,000+ sq ft and nonresidential buildings of 20,000–50,000 sq ft have to report by July 1, 2027.

My buildings are in more than one city. Is that a problem?

No. We handle each building with its own utility, and you get one point of contact for all of them.

Can you audit my utility bills too?

Yes. We audit water, sewer, trash and electric bills for overcharges and only charge a share of what we recover.
