Clean Buildings Tier 2 compliance
Washington's Clean Buildings Performance Standard (CBPS) now covers mid-size buildings. If you own one, you have to report to the state by July 1, 2027, then every 5 years. We do the work and file it for you, with a qualified energy manager (QEM) certifying it as the state requires.
How you pay
We do the work. You get paid.
Participating utilities pay you an early adopter incentive of $0.30 per sq ft (more for some multifamily buildings), and our fee comes in under it, so most owners come out ahead. Pay half when you sign and half when we submit your report.
Incentives are paid by participating utilities while funding lasts.
What's involved
- Who it covers: multifamily buildings of 20,000+ sq ft, and nonresidential buildings of 20,000–50,000 sq ft, anywhere in Washington
- What's required: 12 months of energy benchmarking in ENERGY STAR Portfolio Manager, an energy management plan, an operations and maintenance program, and a qualified energy manager
- What we do: collect your utility data, set up benchmarking, write the plan and O&M program, apply for the early adopter incentive, and submit your report
- If you don't report: the state can fine up to $0.30 per sq ft
